Added a new assignBothVirtualCoresForSingleThread setting that allows you assign both virtual (logical) cores to a single stress thread.
This way the Windows Scheduler should bounce back and forth the load between the both virtual cores, which may open a new possibility to test for load change instabilities.

The disableCpuUtilizationCheck has been moved to this [Debug] section from [General], so the old setting will not have any effect anymore
The CPU frequency display served no real purpose, it was visible in debug log only and didn't show the actual frequency, so it is now disabled by default and can be re-activated by enableCpuFrequencyCheck
Added BoostTester and PBO2 Tuner in the /tools directory, and also added a readme.txt there that describes what the various tools are doing
Added support for AVX-512 in Prime95. This will only run on supported CPUs (like Ryzen 7000). You can activate it by selecting AVX512 as the mode in the config file
Fixed a bug with the detection of the Prime95 log file
Added support for Prime95 versions 30.7 and above.
Also updated the included Prime95 version to 30.8b15.
For more recent Prime95 versions the FFT size where an error happened is provided in the log file (it wasn't before), so this information is now used if available. No more guesstimating.
Some languages like Turkish converted some letters (like the i in "PRIME95") to their localized counterparts when converting to lower case (i.e. "prıme95" instead of "prime95"), which resulted in errors.
